I let my girls go shopping for gifts at the dollar store.  They can choose gifts for friends, family, neighbors--anyone they want.  I also let them choose wrapping paper.  Then we come home, and they spend hours wrapping presents, having a fabulous time.  And the price is never very high, thanks to where we went shopping!
